反倾销措施是世界贸易组织允许的贸易救济手段。然而,如果进口国不正确使用反倾销措施,反倾销措施就会成为进口国实施贸易保护的手段。这种情况下,反倾销措施的实施通常会受到一国总体经济发展状况的影响。在世界贸易组织成员中,美国是仅次于印度的发起反倾销最多的国家。本文首先回顾了美国从1950年到2003年反倾销诉讼数量的变化,进而分析了美国的GDP、失业率、汇率和进口依存度和反倾销立法和行政的变化对美国反倾销调查的影响。
Anti-dumping measures are trade remedies allowed by the World Trade Organization. However, if the importing country does not properly use anti-dumping measures, anti-dumping measures will become a means for the importing countries to implement trade protection. Under such circumstances, the implementation of anti-dumping measures will usually be affected by the overall economic development of a country. Among the members of the World Trade Organization, the United States is second only to India to launch anti-dumping country. This paper first reviews the changes in the number of anti-dumping litigation in the United States from 1950 to 2003, and then analyzes the impact of U.S. GDP, unemployment, exchange rate and import dependence, and the changes in anti-dumping legislation and administration on U.S. anti-dumping investigations.
