这是2004年以来,房地产开发项目资本金比例35%的“大限”首次出现松动。自2008年11月随着4万亿元投资计划推出,鼓励住房消费的一系列房地产政策运行半年之后,面对成交大幅回升而转暖的房地产市场,刺激商品房开发投资增长,发挥其巨大的拉动效应,此次降低资本金率应当只是新一轮刺激房地产持续回暖政策的开始。
