2011年初,文化部出台的文化馆(站)免费开放工作的意见,要求文化馆(站)实现无障碍,零门槛进入,公共空间设施场地全部免费开放,所提供的基本服务项目全部免费。该意见实施两年多以来,根据宽甸满族自治县文化馆整合文化活动场所,加强文化服务队伍建设,提升服务水平等现状,提出如下思考。
At the beginning of 2011, the Opinion of the Cultural Center (Station), which was promulgated by the Ministry of Culture, opened its doors for free and required the cultural centers (stations) to achieve barrier-free access and zero threshold access. The public space facilities and venues were all free and open. All the basic services provided were free. Since the implementation of this Opinion for more than two years, the following ideas have been put forward according to the status quo of integrating the cultural activities in the cultural centers of the Kuandian Manchu Autonomous County Government, strengthening the construction of cultural service teams and improving the service level.
