我国现行政府主导的农村居民点整理模式存在缺陷,导致实践中出现了很多问题。应通过立法构建农村居民点整理制度,创新农村居民点整理机制,允许城镇建设规划区范围内的近郊农村将通过居民点整理节余的集体建设用地,在符合城镇建设规划、土地利用总体规划和年度计划的前提下自由流转,以切实维护农民和农村集体经济组织的合法权益。
The existing government-led rural residential finishing mode in our country is flawed, resulting in many problems in practice.
