作者认为：政府“包办型改革方式”是一种典型的计划经济思想的产物、是一种类似于过去“政府包办经济”的“政府包办型改革”。随着改革的进一步深化，它已越来越跟不上时代的要求，无论在理论上，还是在实践中其都有不可避免的缺陷。因此．改府应由主要提供改革的具体方案转变成主要供给改革的规则和秩序，变“政府包办型改革”为“微观主体自我推动型改革”。只有在改革方式上实现根本性的转变，才能再创中国企业改革的辉煌。
