基层人民银行职工教育工作在近十年取得了巨大的成就。为促进金融业稳健发展造就了一支壮大的职 工队伍。无论是职工的学历层次,还是业务能力都有很大的提高。同时,我们也不难发现基层人民银行职工教育工作还存在着一定的问题。首先是在认识上存在着一定的片面性,注重学历教育,忽视素质教育;在做法上重视业务教育,忽视职业道德教育和思想政治教育;重视全员培训,忽视岗位培训。甚至在个别领导同志的观念中,职业道德教育和思想政治教育似乎就不应包括在职工教育的范畴之内,因而严重削弱了职工教育的功能。笔者认为,基层人民银行职工教育应该包括职业道德教育、业务知识技能教育、思想政治教育三个方面。只有明确职工教育的内涵和外延,才有可能采取有针对性的措施,使职工教育在培养政治素质过硬、业务素质优良的职工队伍方面发挥更大的作用。
Grassroots People’s Bank staff education has made tremendous achievements in the past decade. To promote the steady development of the financial industry has created a strong workforce. Both the academic level of employees, or business skills have greatly improved. At the same time, we can easily find that there are still some problems in the work of staff education at the grassroots level. First of all, there is a certain one-sidedness in understanding, pay attention to education of academic qualifications, neglect of quality education; emphasis on business education in practice, neglect of professional ethics education and ideological and political education; emphasis on full training, neglect job training. Even in the notion of individual leading comrades, it seems that professional ethics education and ideological and political education should not be included in the scope of staff education, thus severely impairing the function of staff education. The author believes that the grass-roots People’s Bank staff education should include professional ethics education, business knowledge and skills education, ideological and political education in three areas. Only by clarifying the connotation and denotation of staff education can it be possible to adopt targeted measures so that staff education plays a greater role in cultivating a contingent of staff with excellent political qualities and excellent professional qualifications.
