新“医改”政策出台实施已有一段时间,今年又是贯彻落实国务院《医药卫生体制改革近期重点实施方案(2009-2011年)》的收官之年,很多政策在实践中是否达到了预期的效果、是否存在需要完善甚至修正的地方,这是政策制定者当前应该关心的问题。“完善补偿机制”是新“医改”的重点之一,以下三篇文章从“核定收支”、“定项补偿”、“内部购买”三个层次论述乡镇卫生院补偿制度的选择,既是对实践的一种总结,也是对政策修正的一家建言。
The new “medical reform” policy has been in place for some time. This year is the year of the end of the State Council’s “Recently implemented plan for the reform of the medical and health system (2009-2011)”. Many policies have been implemented in practice. The expected effect, whether there is a need for improvement or even a correction, is a question that policy makers should care about. “Complete the compensation mechanism” is one of the key points of the new “medical reform”. The following three articles are discussed in three levels: “approved revenue and expenditure,” “fixed compensation,” and “internal purchase.” The choice of compensation system for township health centers is both a summary of practice and a suggestion for policy revision.
