国民收入分配的主要问题在于政府、企业、居民三大部门之间比例不当及部门内部差距过大。这既不利于市场经济体制的完善、经济持续平稳增长,也不利于和谐社会的实现。治理收入差距过大问题,需要推进社会民主治理、完善市场机制并矫正市场失灵,同时依靠法律手段维护和保障分配的合理性。
The main problem with the distribution of national income lies in the inappropriate proportion between the three major departments of the government, enterprises and residents and the disparity within the departments. This is not conducive to the improvement of the market economy system, sustained and steady economic growth, nor to the realization of a harmonious society. To control the problem of excessive income gap, we need to promote social democratic governance, improve the market mechanism and correct market failures, and at the same time rely on legal means to safeguard and ensure the rationality of distribution.
