民族地区城乡统筹面临着二元经济结构体制、扶贫政策边际效益递减、“三化”低水平恶性循环、生态环境制约等问题。应从民族地区城乡经济发展的体制性结构矛盾、现有扶贫政策的弊端入手,加强制度创新。加快户籍制度改革,加快财税、投融资制度改革,加快农村集体资产、宅基地、土地、自然资源产权改革,并推进区域统筹。
The overall planning of urban and rural areas in ethnic areas is facing the problems of dual economic structure system, diminishing marginal benefit of pro-poor policies, a vicious cycle of low levels of “three changes” and the restriction of ecological environment. The structural contradictions in urban and rural economic development in ethnic areas and the disadvantages of the existing poverty alleviation policies should be addressed to strengthen institutional innovation. We will speed up the reform of the household registration system, speed up the reform of the taxation, investment and financing systems, speed up the reform of property rights in rural collective assets, homesteads, land and natural resources, and promote regional co-ordination.
