随着布什政府任期行将结束,美国内近来也掀起了一股战略反思热潮,对布什政府过去8年执行的内政外交政策进行全面的检讨。其中,布什任内竭力推动研发和部署的导弹防御系统计划成为争论的焦点,受到越来越广泛的质疑。依靠对布什政府进行强烈抨击、以“变革”声音赢得美选民青睐而获得胜利的奥巴马,似乎对这一充满争议的系统并不“感冒”。美国新政府上台在即,在国内存在强大反对声浪以及奥巴马本人态度不明朗的背景下,导弹防御系统的前途实在是“生死难卜”。
With the Bush administration coming to an end, the United States has recently launched a wave of strategic reflections to conduct a comprehensive review of the internal and foreign policies implemented by the Bush administration over the past eight years. Among them, the plan of missile defense system that Bush endeavored to promote in research, development and deployment has become the focus of controversy and has been increasingly questioned. Obama, who has been victorious by the Bush administration over winning the favor of US voters by “changing” voices, appears to be “cold” against this controversial system. With the new U.S. administration in power, the strong opposition to the domestic situation and the uncertainties of Obama’s own attitude, the future of the missile defense system is indeed “a matter of life and death.”
