By analyzing and comparing the distribution of shipowners’ competent authorities, classification societies in the technical forces and global branches, it examines how the competent authorities approve and commission qualified inspection and certification bodies to inspect and issue newbuilding vessels so as to effectively fulfill the requirements of relevant international Convention and guarantee of maritime shipping security.
