日前,一批内地反贪部门的高级官员赴港,向香港廉政公署学习反贪策略及贪污调查技巧。香港廉政公署成立30多年来,在造就高效廉洁的公务员队伍、诚信的文化氛围和商业环境方面,成绩显著,赢得了广泛的国际声誉。廉政公署肃贪倡廉的成功经验在于打击、预防、教育三管齐下,相辅相成。内地官员赴港,既要学习打击贪污犯罪、针对不同机构量身定做防贪计划等“硬”功夫,也不能忽视对市民教育等“软”功夫的学习。廉署还没成立的时候,香港贪污之风盛行,市民敢怒不敢言。“惟有令市民彻底改变对贪污的态度,才可令反贪工作收到持久的成效。”秉持这样的理念,香港廉署始终把市民教育摆在重要位
Recently, a group of top officials from the anti-corruption departments in the Mainland went to Hong Kong to study anti-corruption strategies and corruption investigation techniques with the Hong Kong Independent Commission Against Corruption. Over 30 years after its establishment, the Independent Commission Against Corruption (HKAC) has achieved remarkable success in building a highly efficient and honest civil service, an honest culture and a business environment and has won a wide international reputation. The successful experience of the Independent Commission Against Corruption in fighting corruption and promoting integrity lies in cracking down, preventing and educating each other and complement each other. For mainland officials to go to Hong Kong, they must not only learn how to combat corruption crimes but also “hard” efforts tailored to different organizations, and can not ignore the study of “soft” kongfu education such as citizen education. When the ICAC was not established, the prevalence of corruption in Hong Kong prevailed and the public dared not say anything. “Only by enabling citizens to completely change their attitudes toward corruption can the anti-corruption work receive lasting results.” In keeping with this philosophy, the ICAC has always put civic education at the forefront
