自党的十一届三中全会以来,我国稻米的生产,由于在农村建立了多种形式的生产责任制、实行合乎实际情况的经营管理形式,广大农民从事劳动生产的主动性、积极性得到了发挥,加之矮化良种及杂交水稻的推广和应用,使其单产和总产都有大幅度的提高。然而,在水稻的品质方面却无多大改善和提高。可以预料,随着生产的进一步发展,不论是生产者或消费者都将对稻米的品质提出更高的要求。人们不仅要吃饱,还要求吃好。我们应当及时地注视这一发展动向。力求避免出现油菜那样的生产局面,即当生产量很快发生一个飞跃性突破的时候,而品质的改良却跟不上,致使人们处于极被动的地位。
