1989-90 is the third school year for the implementation of the European Community's Erasmus program. The purpose of this program is to promote the flow of talent at the university level. Students applying for exchange have risen from 19,000 in the first year to 31,000 today. The European Community universities have submitted more than 2,000 applications for participation in the collaborative program, of which the main disciplines are language (over 18%), engineering (13%) and operations management (12%). Student exchange activities are mostly conducted between France, West Germany and the United Kingdom. Although the budget for the Urasmus plan has been increased from 30 million ECUs (European Community Monetary Unit) in 1988-1989 to 52.5 million ECUs in 1989-1990, funding still does not fully meet the number of applications.
