在对黑龙江省国有林区经济增长进行实证分析的基础上,阐述了国有林区经济增长方式转变的目标及转变模式选择的原则,提出了质量效益型、科技先导型和资源节约型3种经济增长方式转变模式。依据转变的目标和模式选择的原则,结合黑龙江省国有林区的实际,选择了资源节约型模式作为黑龙江省国有林区经济增长方式转变的模式,并对该模式的内容及其运作的机制进行了探讨。对林业经济增长方式转变的特殊性提出了自己的观点。
