Adhere to Deng Xiaoping Theory as the guide, thoroughly implement the spirit of the 15th CPC National Congress and the Third Plenary Session of the 15th CPC Central Committee, and follow the requirements of many important speeches made by Comrade Jiang Zemin on the anti-corruption campaign. They should tackle both the symptoms and root causes and comprehensively control them and severely punish corrupt elements . While insisting on curbing corruption, we should step up efforts to prevent and control corruption from the source and unswervingly push forward the building of a clean and honest party and anti-corruption.
