修建密云水库期间,连降暴雨。特别是1959年入夏以后,密云县下了48场雨,8月4日开始的大暴雨下了7天7夜,潮白河水骤然增涨,出现了41年来从未有过的洪峰。汹涌的洪水像野兽一样,朝着刚刚修筑的密云水库猛扑过来!然而,两座主坝和五座副坝在奔腾呼啸的洪水猛兽面前,岿然不动。几千年来桀骜不驯的潮自河,第一次受到人民的约束,开始变水害为水利。正当修建水库的20多万劳动大军热烈庆祝拦洪胜利的时刻,敬爱的毛主席来到密云水库视察。
