作为福建省住房供应体系试点城市,永安市在积极寻求保障性住房的出路。按照“政府主导、科学规划、多维立体、分层推进、规范管理”五项举措,从住房公积金增值收益、地方债券融资、中央新增预算投资、地方财政土地出让净收益、开发项目捆邦垫资五个渠道筹措资金,分五个收入层次,以“三二一零”模式,解决人民群众最关心、最直接、最现实的住房问题,具有永安特色的住房供应体系逐渐成形。
