The “Eighth National Congress of the Communist Party of China” has the complicated background of adjusting the party’s policy toward Taiwan from liberation of force to peaceful liberation: the easing of the international situation; the trend of stability in the island of Taiwan; changes in the major domestic contradictions and major tasks; the military cooperation between the United States and Taiwan The deepening of relations; the consensus on the “one-China” issue between the two sides of the Taiwan Strait. This policy adjustment has isolated and suppressed the U.S. attempt to create “two Chinas.” This laid the foundation for a series of new principles and policies that the party proposed to solve the Taiwan issue.
