我国能否在内政与外交方面开创新的局面,在改革与发展中迈出新的步伐,已成为国内外注视的焦点。我们只有找到结合部,打开突破口,跳出包围圈,甩掉旧的包袱,进入新的领域,才能扭转消极防范的被动局面,夺取新的优势。把素质好的企业,特别是科技型企业及其相应的支撑结构和环境,推上国际竞争的第一线,是深化改革和扩大开放的突破口和关键。
Whether China can open up a new situation in its internal affairs and diplomacy and take new steps in reform and development has become the focus of domestic and international attention. We can only find the joint department, open up the breach, jump out of the encirclement, get rid of the old burden, and enter new areas. Only in this way can we reverse the passive situation of passive defense and gain new advantages. Putting quality enterprises, especially scientific and technological enterprises and their corresponding supporting structures and environment, on the front line of international competition is the breakthrough and key to deepening reform and expanding opening up.
