这次,我和方佩英总工程师很高兴来参加安徽省淮北片秋种水利工作会议。因为:第一,今年的六月到七月上旬,淮北地区持续出现高温干旱天气,旱情严重,需要了解一些情况;第二,淮北地区属于黄淮海农业开发区,又是淮河流域的一部分,理应关心;第三,把水利和农业的会议合在一起开,意义很大。我们来参加这次会议,主要是看、听、学,并借此机会谈谈自己看、听、学后的一点体会。首先是看。用了一天半的时间,先后看了萧县圣泉乡去年大旱,今年大振,机井恢复的成效和郭庄乡的井灌区。接着看了涡阳县的井灌区和蒙城县外资治理片。所看之处形势很好,出乎我
