中国保监会将天津滨海新区确定为全国保险改革试验区,使得天津保险业面临极为难得的发展机遇,同时也面临如何建设好改革试验区的挑战。本文从理论上探讨了天津滨海新区保险改革试验区建设的基本选择,依据区域创新系统理论,在区域发展环境的 SWOT 分析基础上,提出了滨海保险改革试验区综合配套改革的策略建议,即健全保险服务体系,加强环境建设,奠定滨海保险改革试验区创新基础;尽快形成以保险监管为核心的滨海保险改革试验区创新结构和创新功能定位;突出改革重点,明确滨海改革试验区的创新特色。
CIRC has identified Tianjin Binhai New Area as a pilot zone for national insurance reform, which has given Tianjin insurance industry an extremely rare opportunity for development. It also faces the challenge of how to build a pilot zone for reform. Based on the theory of regional innovation system and the SWOT analysis of regional development environment, this paper puts forward the strategy suggestion of comprehensive reform of coastal insurance reform pilot zone, that is, perfect Insurance service system to strengthen environmental construction and lay the foundation for innovation in the pilot area of coastal insurance reform; to form an innovation structure and innovative functional orientation of the pilot area of marine insurance reform centered on insurance supervision as soon as possible; to highlight the reform priorities and clarify the innovative features of the pilot area of coastal reform.
