关于英国商人毕谷(Frederick Pigou)的生平及事迹,学界知之甚少。《大英百科全书》及其他传记词典均未为其立传,但在18世纪的各种年鉴中,却屡见其名。中国学术界所接触到的有关他的信息最早来自于裘昔司著《上海通商史》。毕谷关于上海的文字虽短,却很重要,它首次预言了上海作为通商善地的商业前景,英国要求中国开放的政策就起始于毕谷的首次构思。作为一个精明的商人,他为大英帝国的对华政策奠定了基础,所以他是中英关系中一位重要人物,值得深入研究。
The academic community knows little about the life and deeds of British businessman Frederick Pigou. The Encyclopedia of Britannica and other biographical dictionaries did not give an account of it, but they were commonplace in various yearbooks of the 18th century. Chinese academics have come into contact with the earliest information about him from the “Secretary of History of Shanghai.” It is very important that Bilu’s writing on Shanghai is very short. For the first time, it predicted the commercial prospect of Shanghai as a commercial good and the British’s policy of opening up to China started with BiGu’s first concept. As a shrewd businessman, he laid the foundation for the British Empire’s China policy. Therefore, he is an important figure in Sino-British relations and deserves further study.
