12月12日中国证监会主席周小川签署命令,发布《证券交易所管理办法》。根据此《办法》,证券交易所的总经理和副总经理将由证监会任免。此外,新的管理办法规定证交所理事会理事长、副理事长由证监会提名,由理事会选举产生,删去了与所在地政府进行协商的规定。根据新规定,原有的证券登记结算机构的总经理、副总经理应当经证监会进行资格确认修改为“任免须报证监会批准”。
On December 12, Zhou Xiaochuan, chairman of China Securities Regulatory Commission, signed an order promulgating the “Measures for the Administration of Stock Exchanges.” According to this “approach”, the general manager and deputy general manager of the stock exchange will be appointed by the SFC. In addition, the new Administrative Measures stipulate that the chairman and vice-chairman of the board of directors of the exchange shall be nominated by the CSRC and elected by the council, and the relevant provisions of the local government shall be deleted. According to the new rules, the general manager and deputy general manager of the original securities registration and clearing institution shall be qualified to confirm by the CSRC as “Appointment and Dismissal shall be submitted to the CSRC for approval”.
