八十年代伊始,一场深刻而持久的危机笼罩着经互会各国。它们所有的经济部门都受到了影响:工业生产增长缓慢;农业连年欠收;基础设施依然没有充分发展;投资停滞不前;国民实际收入下降;从来就此西方工业国质量低劣的居民消费品现在的供应情况则更加恶化。更糟的是:大多数经互会国家对外经济关系长期失调,外贸逆差累累,国际收支出现入超,外债有增无已。就波兰而言,已无力偿还,只得为重新安排还本付息的日期而进行谈判。
At the beginning of the eighties, a profound and lasting crisis enveloped the countries of the inter-council. All of their economic sectors have been affected: the slow growth in industrial production; the lack of agriculture in successive years; the continued underdevelopment of infrastructure; the stagnant investment; the decline in the real income of the population; and the present availability of low quality consumer goods in the western industrialized countries It is even worse. What is even worse is that most of the mutual economic relations between the two countries have long been out of balance with each other, their foreign trade deficits have been stagnant, their balance of payments has surged ahead and their foreign debt has gone up. In the case of Poland, it has become insolvent and has to negotiate for the date of rescheduling debt service.
