一、素质教育的由来与概念“素质教育”一词纯粹是中国教育工作者的创造物,并非舶来物。1999年6月13日,《中共中央国务院关于深化教育改革,全面推进素质教育的决定》发布。《决定》所提出的一切,都是世纪之交我国教育工作的重大战略决策。《决定》明确指出,要以培养学生创新精神和实践能力为重点实施素质教育。《决定》赋予新时期素质教育以新的内涵:素质教育的宗旨是提高全民素质;素质教育的重点是培养学生创新精神和实践能力;素质教育的灵魂是

On June 13, 1999, the “Decision of the Central Committee of the Communist Party of China on Deepening Educational Reform and Promoting Quality-oriented Education in an All-round Way” was released.
