本文对我国国有企业之所以治理效率低下的相关理论观点进行了梳理与分析,提出国有企业治理效率低下的根本原因并非国有产权过于集中以及国有企业的目标多元化,一个更深层次的原因则在于我国国有产权外部治理机制还不够完善从而使得国有产权职能未能充分有效地得以发挥,并从法律制度、组织、市场和配套服务四个层面对完善我国国有产权外部治理机制的途径予以论述。
This paper sorts out and analyzes the related theories of inefficient governance of state-owned enterprises in our country. It points out that the root cause of the inefficient governance of state-owned enterprises is not the concentration of state-owned property rights and the diversification of the targets of state-owned enterprises. A deeper reason lies in the fact that our country The external governance of state-owned property rights is not perfect enough so that the functions of state-owned property rights can not be fully and effectively demonstrated, and from the legal system, organization, market and supporting services to improve the external governance mechanism of China’s state-owned property.
