The United Nations Department of Public Economics and Administration and the Institute of Public Administration of the United States conducted a special survey and study on the implementation of e-government in more than 190 member states of the United Nations in 2001. They surveyed each member’s basic information and communication technology indicators and key human resources Resource index comparative analysis, according to different weights to calculate the value of each item after the average, and finally come to the country’s e-government index
