本文包括三部分内容:第一,为适应现代化建设需要.培养数以万计的专门人才和提高教以亿计的劳动者素质,我国政府决定并正在实施“科教兴国”战略,这既赋予教育以加快人才培养的历史使命,也给包括现代远程教育在内的整个教育的发展带来新的机遇。第二,为实现我国教育发展的总目标,建立具有中国特色的、面向21世纪的社会主义教育体系,全面实施素质教育和终身教育,必须超越学校教育的范围,把教育的功能扩展到社会的方方面面。为此,除了充分发挥原有各种教育形式的作用外,还必须大力发展现代远程教育。第三,目前我国大力发展现代远程教育的时机和条件已日趋成熟:现代远程教育从内容到形式已日益为广大学习者扣用人单位所接受,并且从发展趋势看,必将成为我国人才培训的首选方式;教育卫星、有线电视和计算机网络等现代信息技术的迅速发展,为我国现代远程教育的大发展提供了必要的技术条件和可靠的物质保证。
