目前公私合作在中国地方政府的治理过程中得到了越来越广泛的应用,但在已有研究中却缺乏对公私合作形式内部差异的深入分析。针对上述缺陷,本文基于中国独特的制度环境,将公私合作形式的确定视作地方政府作为合作发起者有意识的制度安排,进而从组织理性选择的视角出发构建了理解公私间合作形式差异的理论框架。这一框架指明,地方政府面临的任务属性差异,即在环境不确定性、利益相关者状况以及治理性资源分布三个维度上的不同,决定了其对于两种不同公私合作形式——服务外包和协同治理——的选择。研究结论表明,在中国政府职能转变过程中,地方政府向社会的放权不是无条件的,而是在既定逻辑下开展的策略性行动,是一种“选择性放权”。
At present, public-private cooperation has been more and more widely used in the governance of Chinese local governments. However, in the existing research, there is a lack of in-depth analysis of the internal differences between public-private partnerships. In view of the above defects, based on China’s unique institutional environment, this paper regards the determination of public-private partnership as a conscious institutional arrangement of local government as the initiator of cooperation, and then constructs a theoretical framework for understanding the differences between public-private cooperation from the perspective of organizational rational choice . This framework indicates that the differences in mission attributes that local governments face, namely, the three dimensions of environmental uncertainty, stakeholder status and the distribution of controlled resources, have determined that they are responsible for two different forms of public-private partnerships - service outsourcing And collaborative governance - the choice. The conclusion of the study shows that in the transformation of Chinese government functions, the decentralization of local government to the society is not unconditional, but a strategic operation under the established logic, which is a kind of “selective decentralization.”
