政府采购工作是国家财政工作的有机组成部分,是国家在实践中探索出一条有效的途径和措施。而现在正是两部大开发之际,发挥政府采购的政策导向作用,将为推动西部地区经济发展提供了新的政策取向。一、政府采购概述政府采购又称为公开采购,我国财政部1994年4月17日颁布的《政府采购管理办法》规定:“政府采购是指采购机关以购买、租赁、委托或雇用等方式获取货物、工程和服务的行为。”基于此,我们认为,政府采购是指各级政府为了从事正常的政务活动或提供公共服务,在财政的监督下,将利用国家财政性资金和政府借款购买货物、工程建设及服务行为的支出,以法定的方式、方法、程序(按国际规范,一般应以竞争性招标采购为主要方式),由财政部门直接向供货商付款。我国的政府采购工作从1996年首先在上海进行试点,目前全国各省、市、区甚至县都不同程度地开展了政府采购工作。经过几年试点,初步形成了政府采购的制度框架。采购规模和范围不断扩大,发展速度很快,1998年31亿元,1999年130亿元,2000年327.9亿元,比上年增长约1.5
