编者按2004年9月15日,在“纪念全国人民代表大会成立五十周年大会”上,时任中共中央总书记、国家主席胡锦涛出席了会议并发表了重要讲话:“依法治国首先要依宪治国,依法执政首先要依宪执政。宪法和法律是党的主张和人民意志相统一的体现,是中国革命、建设、改革伟大实践的科学总结。”他指出:“全党同志、全体国家机关工作人员和全国各族人民都要认真学习宪法、遵守宪法、维护宪法,保证宪法在全社会的贯彻实施。”
