江泽民总书记在党的十五大上强调,要“培养同现代化要求相适应的数以亿计高素质的劳动者和数以千万计的专门人才,发挥我国巨大人力资源的优势”。这是根据我国国情作出的具有战略意义的科学论断。要实现这一宏伟目标,需要我们从观念到措施都要进行深刻的变革。要坚持改革,使计划经济条件下所形成的高度集中的人事管理体制向与社会主义市场经济和民主政治相适应的方向转化;大力开发人才资源,使人力资源向人才资源转化。实现这两个转化。具体体现在以下两个方面:
