为了贯彻胡锦涛总书记“完善福利设施”,使孤残儿童“和其他小朋友一样,在祖国的同一片蓝天下健康幸福成长”的重要指示精神,全面落实《中华人民共和国国民经济和社会发展第十一个五年规划纲要》和十五部委《关于加强孤儿救助工作的意见》,加强儿童福利机构基础设施建设,民政部决定,2006～2010年在全国组织实施“儿童福利机构建设蓝天计划”。现将2007年1月22日民政部办公厅印发的《“儿童福利机构建设蓝天计划”实施方案》(民发[2007]12号)刊登如下,请各地遵照执行。
