本文对盘锦地区河道防洪提出一些看法,值得有关省市参考,根据1985年防汛经验教训来看,防洪工程不仅要注意堤防,还应注意清障;不仅要注意干流,也得考虑小支流:不仅要防护广大农村,还应特别保证城市安全;不光是考虑几条线上的问题,还要注意面上的问题,特别是九河下梢的低洼平原地区,有必要由有关省市作出地区性防洪规划,才能真正确保安全。
