上世纪90年代开始推行的医药卫生改革之所以没有事如人愿,有当初改革者高估市场调节作用的思路问题,也存在缺乏法治保障的问题。新医改方案在总结十余年卫生改革与发展经验、教训的基础上,提出了很好的改进措施,但这些措施需要通过强化医药卫生法治保障,才能起到推动我国医药卫生事业发展和增进我国公民健康的作用。本文作者指出了新医改方案对医药卫生法治建设重视不够,并为此提出了须强化医药卫生法治保障所包含的七方面内容和近期重点目标。——编者
The reason why the reform of the medical and health system that was introduced in the 1990s started with no such thing as human beings was that there were some ideas that the reformers had overestimated the role of market regulation and that there was also a lack of guarantee for the rule of law. On the basis of summing up the experiences and lessons learned from the reform and development of health in the past decade and more, the new medical reform plan has put forward very good measures for improvement. However, these measures need to be strengthened to promote the development of medical and health undertakings in our country and to promote our country Citizens’ health role. The author points out that the new medical reform program does not pay enough attention to the rule of law in medical and health system, and proposes seven aspects and recent key goals that must be strengthened to ensure the rule of law in medical and health care. --editor
