因事故频发，最近，国务院要求立即关闭国有矿办小井，所有乡镇煤矿一律停产整顿。然而笔者发现，国务院的指示并没有在基层得到很好落实，尤其是乡镇小煤矿在执行通知时大打折扣，有的停而不整等候观望，有的虚停整应付检查，也有的干脆不停不整我行我素。如此等等，不一而足?
Due to the frequent accidents, the State Council recently demanded that the state-owned ore mines be shut down immediately and that all township and town coal mines should be suspended for rectification. However, the author found that the instructions of the State Council have not been well implemented at the grassroots level.
