政府采购制度作为财政制度的重要组成部分,已经成为国家对经济进行宏观调控,有效地贯彻财政、货币和产业政策,扶持中小企业,保护民族经济,增加就业机会的重要手段。国际国内环境要求不断完善符合我国国情的政府采购制度,而相应的法律规制也就成为政府采购制度顺利实施的法律保障。
As an important part of the financial system, the government procurement system has become an important means by which the state exercises macro-control over the economy, effectively implements fiscal, monetary and industrial policies, supports small and medium-sized enterprises, protects the national economy and increases employment opportunities. The international and domestic environmental requirements continue to improve the government procurement system in line with China’s national conditions, and the corresponding legal regulation has become the legal guarantee for the smooth implementation of the government procurement system.
