把职工教育放在第一位,必须作为铁路企业办教育的指导思想。这是因为:(1)铁路企业特别是铁路运输企业,安全和路风是两大永恒主题。稳定安全,端正路风,要靠全体干部、工人的政治思想觉悟、职业道德和技术业务、文化水平做保证,而职工政治、技术业务素质的提高靠教育。(2)通过教育把职工培养成合格的劳动者,把作为自然人的潜在生产力转化为现实生产力,就可以实现增产不增人,甚至减人,不断提高劳动生产率的目的。(3)随着社会
