从“三鹿奶粉事件”到“染色馒头事件”、再到“楼脆脆”事件,产品安全事件遍布在衣、食、住、行、医疗等与人们日常生活紧密相关的各个领域,严重威胁着广大人们群众的生活安全。治病需先找病根,然后再对症下药,解决产品安全问题同样如此。产生产品安全事件的原因,不但有相关法律法规的不完善,还有执法者的执法不严,更有一些生产者对法律的漠视。所以,我们可以从立法、监督等方面进行深一步理解和研究,加强落实行政机关的监管责任,强化立法及司法监督,建立完善事前、事中及事后监督(完善责任追究制)制度。
From “Sanlu Milk Powder Incident” to “Dyeing Steamed Bun Event” and then to “House Crunchy” event, product safety incidents are all in the clothing, food, shelter, transportation and medical treatment, which are closely related to people’s daily life In all fields, a serious threat to the lives of the vast majority of people’s lives. Treatment of disease need to find the root cause, and then prescribe the right medicine to solve the same problem of product safety. Product safety incidents caused by the reasons, not only the relevant laws and regulations are not perfect, there are lax enforcement of law enforcement, more some producers ignore the law. Therefore, we can conduct deeper understanding and study from the aspects of legislation and supervision so as to strengthen the implementation of the regulatory responsibilities of the executive authorities, strengthen the legislative and judicial supervision, and establish and improve an ex ante, in-process and ex post supervision system to improve accountability.
