长期以来,乡镇卫生院卫技人才结构不合理,医务人员素质低,技术骨干匮乏的问题,一直影响着乡镇卫生院的发展,制约着“2000年人人享有卫生保健”这一全球性战略目标在郧阳地区的实现进程。笔者通过对郧阳地区6县市141家乡镇卫生院人力资源情况调查,就乡镇卫生院人才结构不合理的现状及原因进行了分析。对纠正这一现象的方法作了一些探讨,旨在寻求根治这一顽症的对策。一、人才结构不合理的现象乡镇卫生院人才结构不合理,主要表现在四个方面。一是学历结构不合理,大学本、专科生所占比例低,无规定学历的比例高。据统计,1992年郧阳地区乡镇
