进入90年代,天津邮电飞跃发展,进入高起点、超常规、高速度、大规模经营阶段。在1994年天津邮电工作会议上,邮电管理局祖荣春局长正式提出“全局总动员,决战一九九四年”的行动口号,把天津邮电建设推上了新台阶。其目的是通过决战实现三大目标:一是通信建设发展速度要有历史性突破;二是电话交换机容量要突破百万门;三是天津邮电要成为全市基建设施和投资环境最令人满意的行业。并以固定资产投资、市话装机放号户数、长途电路总数、移动电话年末用户到达数、无线寻呼用户数、邮政建设投资规模等8个翻一番为具体目标,把决战的主战场设在市内电话局。
