权力过分集中是我国党政领导体制中传统的弊端。这一弊端,一方面是滋生腐败的土壤和条件,使某些人可以为所欲为,中饱私囊;另一方面,集权体制又客观形成了一个相互利用的特殊的“关系网”,使排除腐败的代价大大提高,从而增大了反腐倡廉的难度。改革权力体制和结构,是消除上述弊端、遏制腐败的治本之策。1.依法建立形之有效的制约制度。一是坚持民主集中制,真正落实中纪委要求的“实行集体领导和个人分工负责相结合的原则,对重大决策、重要干部任免、重要项目安排和大幅度资金的使用,必须集体讨论,按照少数服从多数的原则作出决定”。二是规范民主决策程序,建立健全具有刚性的议事规则。在实践中,一些腐败单位并非没有议事规则,但却不按“规则”运行,实行的依然是“家长制”、“一言堂”,以致出了问题不可收拾。原因就是这里的议事规则缺乏硬度,缺少严格的保证措施,议事不按规则办谁也没有办法。制定议事规则是实
