各区、县级市人民政府,市府直属各单位: 现将省人民政府《关于进一步加强水利管理的决定》(粤府[1999]8号)转发给你们,并结合我市的实际,提出以下意见,请一并贯彻执行: 一、充实加强镇级水利管理部门今年内,我市镇一级水利管理机构要按现有人员编制充实加强,应配备经审查具有资格的专业人员(至少要有1名中专以上水利专业人员),人员经费由所在镇政府统筹解决,业务上接受上一级水行政主管部门的指导。有水利管理工作的各街道办事处应参照执行。此项工作由各区、县级市政府抓紧解决落实。二、加强水利工程建设的管理要切实加强对水利工程建设的管理工作,逐步实现水利建设与管理的制度化、规范化和科学化。 (一)水利工程建设要实行项目法人责任制、招标投标制、建设监理制和质量安全监督制度。严格资质管理,新建、扩建和改建水利工程,其勘测设计、施工、建设监理必须由具有水利工程建设相应资质的单位承担,按分级管理的原则,接受水行政主管部门对工程建设质量安全的监督。 (二)中型水库、受益面积5万亩以上的灌区、江海堤围及重要的万亩以上海堤、重点农水基建管理工程、中型以上排涝泵站、500千瓦以上的水电站、单独设置的大中型水闸等的安全达标和除险加固工程,以及在珠江河堤、岭南围、增博围、万顷沙围、蕉东围、市石围、番顺围进行破堤修建涵闸、泵站、交通旱闸、埋没管道、缆线或兴建其他工程设施,必须严格按国家规定的基本建设程序和审批权限,由县级市以上水行政主管部门提出技术初审意见后报市水行政主管部门审查,再按程序报批。三、依法治水管水,加强水工程设施的保护要全面贯彻实施《水法》、《水土保持法》、《防洪法》及其他水法规和规章,实行依法治水管水。各级人民政府应按规定为水利工程划定管理、保护范围,在管理、保护范围内,坚决贯彻执行《广州市水利工程设施保护规定》。各地国土部门应按规定给予水利工程管理单位办理用地手续。各级公安、监察部门应支持水行政主管部门依法彳亍政,对违法者坚决予以制裁。广州市人民政府二○○○年四月四日
