目前,我国农业补贴政策出现大幅调整,粮价政策底已经出现,根据历史数据,美国农业在1996~2001年间的发展经验对中国现阶段农业发展趋势存在较大的参考意义。主要基于:一是具备相似的政策背景(价格市场化改革的拐点),2014年中国取消了棉花、大豆临时收储,明年又明确指出农产品价格由市场决定,这与美国1996年以直接支付取代价格支持的政策实质相同。
At present, the agricultural subsidy policy in our country has been adjusted drastically and the end of the grain price policy has appeared. According to the historical data, the experience of the development of American agriculture during 1996-2001 has great reference significance to the current agricultural development trend in China.
