基础设施互联互通对于“一带一路”建设至关重要,是拉美国家扩大投资、促进经济发展的突破点之一.拉美国家基础设施薄弱,中国在技术和经验上优势明显,中拉在供求方面存在明显的互补性.目前,中国与G20拉美国家基础设施合作主体主要是大型国有企业,合作领域和模式呈现多元化和多样化的特点.新冠疫情给拉美国家经济带来沉重打击,进一步暴露了拉美卫生、教育、网络等方面基础设施的不足,但也为中拉未来合作提供了新思路.拉美国家局势时有动荡,美国和其他国家意欲重返拉美市场,中拉地理和文化距离遥远,基础设施合作在“软联通”方面存在短
