后疫情时代中拉基础设施合作研究——以G20拉美三国为例

基础设施互联互通对于“一带一路”建设至关重要,是拉美国家扩大投资、促进经济发展的突破点之一.拉美国家基础设施薄弱,中国在技术和经验上优势明显,中拉在供求方面存在明显的互补性.目前,中国与G20拉美国家基础设施合作主体主要是大型国有企业,合作领域和模式呈现多元化和多样化的特点.新冠疫情给拉美国家经济带来沉重打击,进一步暴露了拉美卫生、教育、网络等方面基础设施的不足,但也为中拉未来合作提供了新思路.拉美国家局势时有动荡,美国和其他国家意欲重返拉美市场,中拉地理和文化距离遥远,基础设施合作在“软联通”方面存在短板,后疫情时代开展基础设施合作,中国应深化与拉美国家的共识和互信,重视前期调研,尝试属地化转型,完善金融合作,推动中国标准“走出去”,努力做到与拉美国家发展规划高度对接,在“一带一路”倡议框架下深化基础设施合作,实现互利共赢.
