十八大以来,开发海洋资源、发展海洋经济成为我国经济发展的新增长点和新引擎。海上旅游、海上捕捞、养殖生产、海上贸易等经济活动正日益扩大,这一方面带来了区域经济的大发展,另一方面也给海上治安和海洋管理带来了诸多问题。对此,中国海警应主动作为,维护好海上治安秩序,创造平安、和谐的海洋环境,为国家经济的持续稳定增长保驾护航。本文从我国海上治安工作存在的问题入手,分析了其形成原因,阐述了扰乱海上治安主体的特点,并有针对性地为中国海警提供了切实可行的应对措施。
Since the 18th CPC National Congress, the development of marine resources and the development of the marine economy have become new growth engines and new engines of China’s economic development. Economic activities such as maritime tourism, sea fishing, aquaculture production and maritime trade are expanding day by day. On the one hand, this has brought about the great development of regional economy and on the other hand, it has brought many problems to maritime security and marine management. In response, the Chinese maritime police should take the initiative as safeguarding the maritime order and creating a safe and harmonious marine environment so as to provide escort for the sustained and steady growth of the country’s economy. This article starts from the existing problems of law and order at sea in our country, analyzes the reasons for its formation, expounds the characteristics of disturbing the main body of maritime law and order, and provides concrete measures for the Chinese maritime police.
