旅游扶贫作为解决贫困地区社会经济发展的一种手段,受到产学研各界的共同关注与重视。当前的发展模式存在旅游扶贫目标偏离现象,并未给贫困百姓带来实质收入的提升和生活的改善,相反却形成了一定的挤出效应,使得贫困居民经济条件更差。文章在分析我国旅游扶贫现状问题的基础上,通过深入探析旅游扶贫过程中贫困人口权益受损的现象及原因,从旅游产品、政策措施、居民培训以及考评体系等方面制定出有针对性的策略,以期让旅游扶贫真正惠及贫困人口,提升旅游扶贫效率。
As a means of solving the social and economic development in poverty-stricken areas, poverty alleviation by tourism has drawn the common attention and attention from all walks of life. The current development model has the deviation from the goal of poverty alleviation of tourism and does not bring about the improvement of real income and life for poor people. On the contrary, it has formed a certain crowding-out effect, making the poor residents have worse economic conditions. Based on the analysis of the status quo of poverty alleviation in tourism in our country, through in-depth analysis of the phenomena and causes of the impaired rights and interests of poor people during the process of poverty alleviation in tourism, the article has formulated targeted strategies from tourism products, policies and measures, resident training and evaluation system With a view to making tourism poverty alleviation truly benefit the poor and enhancing the efficiency of tourism pro-poor.
