在我国新农村建设中,人才是决定经济和社会发展的关键因素。由于传统农业经济发展滞后,大量农村劳动力涌入城市,人才也向城市聚集,造成农村人才匮乏,农村经济发展远远落后于城市发展,这有悖于我国经济社会全面协调可持续发展的战略。本文以山东省济南市平阴县为例,从建立健全农村人才引进和培养机制、建立农村人才储备机制等方面论述了在新农村经济建设中如何解决人才问题。
In the construction of new countryside in our country, talent is the key factor that determines economic and social development. Due to the lagging development of the traditional agricultural economy, a large number of rural labor force have poured into the cities and talents have gathered in the cities, resulting in the shortage of rural talents and the rural economic development lagging far behind urban development, which runs counter to the strategy of comprehensive, coordinated and sustainable development in our economy and society. This article takes Pingyin County, Jinan City, Shandong Province as an example, discusses how to solve the problem of talents in the new rural economic construction from the aspects of establishing and perfecting the system of introducing and cultivating rural talents and establishing the reserve mechanism of rural talents.
