第一条为加强我省机动车停放服务收费管理,规范机动车停放服务收费行为,保护车主和机动车停放服务经营者的合法权益,根据《中华人民共和国价格法》和国家计委《机动车停放服务收费管理办法》、省政府《广东省经营服务性收费管理规定》等有关法律、法规,结合广东实际,制定本实施细则。第二条凡在我省境内利用场地为车主(驾驶员)提供机动车停车位和保管服务,并收取停放服务费的停车场经营单位和个人,均应遵守本实施细则。第三条实施收费的机动车停车场应依法履行有关审批手续,取得经营资格。第四条县级以上人民政府价格主管部门是机动车停放服务收费的主管部门,全面负责

Article 2 All parking management units and individuals who provide parking spaces and storage services for vehicle owners (drivers) and charge parking fees for the use of venues in the territory of the province shall abide by these Detailed Rules. Article 3 The implementation of charging motor vehicle parking should fulfill the relevant examination and approval procedures and obtain business qualifications. Article 4 The price department of the people’s government at or above the county level shall be the competent department in charge of motor vehicle parking service charge and shall be fully responsible
